Open admission (zulassungsfrei) means there is no cap on places and no selection by grades. You enrol before the deadline. This page lists 13,658 open-admission programmes at 308 institutions.

NC stands for numerus clausus. When a programme has a local admission restriction, the institution selects applicants, usually mainly by school grades. The NC is not a fixed threshold: it results from each year's applications and can change every semester.
At public institutions, medicine, dentistry, veterinary medicine and pharmacy are allocated nationally through hochschulstart.de. These programmes do not appear here.
Open admission can still come with requirements, such as an aptitude test, a pre-study placement or language certificates. A programme's admission status can change from one semester to the next. Check the current status on the institution's page, which is authoritative.
